Here is a list of items needed to build necessities for a new settlement. When it gets up close to 18 settlers, you can add more.
You will also need to carry food to plant: 12 Corn, 12 Tato, and 6 Mutfruit plants will give a settlement 18 food points. An alternative is to plant 10 Tato and 2 Razorgrain plants. Only 3 people are needed for tending the crops plus 2 assigned to the guard towers. That leaves everyone else with nothing to do. You can build stores, but that requires Local Leader 2 and I prefer to get other perks. In addition, stores are not a great investment. An alternative is to start by building 5 Scavenger Stations and adding more as needed. Fallout.wikia.com: All unemployed settlers will collect one random junk item per day, which is automatically added to the workshop inventory. A settler assigned to a scavenging station will instead collect two random junk items per day. Once the total number of junk items in the workshop reaches 100 + (population × 5), no more junk items will be added to the workshop in either case. This means that you have to routinely go by each settlement and remove all the Junk from the workbenches or you get nothing from all those scavenger stations. If you have room, you can plant more of the above listed plants and fewer Scavenger Stations. The plants can be used to craft Adhesive which you can use or sell. But the more Food points a settlement has, the more Defense points it needs. The simplest items are always just as effective and are cheaper than the more complex items, so machine gun turrets, water pumps, sleeping bags, and the smallest generator are used here. 20 basic machine gun turrets give 100 Defense. If supplies are scarce, you could start with fewer and add more later. The higher Defense, the happier settlers will be and the less often the settlement will be attacked. "Guard" is the large Guard Tower. It adds to Defense and gives settlers something else to do. In most settlements, you will be able to scrap enough wood and steel items locally to build simple walls and roofs to put beds under. You should be able to carry all of these supplies easily, which means that you do not have to set up a supply route to the settlement, especially since you will be making visits to take all the goods from their workshop inventory.
